The Center for Training Transportation Professionals (CTTP) program was developed in response to the federal requirement that all laboratories, along with personnel performing sampling and testing for quality control or quality acceptance (QC/QA) purposes must be ‘qualified’ to perform such actions.  The details of the requirement were outlined in the 1995 amendment to the Code of Federal Regulations (CFR)23, Chapter 1, Part 637.  The technician training program was implemented shortly after the Arkansas Highway and Transportation Department (AHTD) published the 1996 edition of the Standard Specifications for Highway Construction.  Under this specification, the AHTD construction inspection system designated the contractor as responsible for all quality control testing, while AHTD performed limited testing for quality assurance purposes.  The laboratory certification program began in the spring of 2000, satisfying the second part of the federal law requiring approval by qualification.
